Rights group from Manipur demands disability sector’s long pending dues

D.N.I.S. News Network, India: The Disability Act 1995 has failed to ‘ACT’ for disabled people in the Northeastern state of Manipur. So far, they have not benefited from any welfare programme entitled to them under the 14 year old law! This sorry state of affairs has prompted the Handicapped Development Foundation (H.D.F.) of Manipur to submit a memorandum to the Chief Minister of the state demanding a comprehensive redressal of their grievances.

The 11 point memorandum highlights the following demands: 3 percent reservation for persons with disabilities in educational institutes and in all exams conducted by the Manipur Public Service Commission, 3 percent reservation for disabled persons during grade A and B recruitment, creation of a fulltime post for Disability Commissioner, formulation of a State Disability Policy, installation of Braille signages in public places, enumerating disabled people under a separate column during Census 2011, establishment of an exclusive Department for persons with disabilities, increment in allowances given to disabled people, and opening of more vocational rehabilitation centres.
