Proposed new disability law in its final stages, says Mukul Wasnik
D.N.I.S. News Network, India: On June 30, 2011, exactly a year ago, the Committee formed to draft the new disability legislation finally submitted its recommendations to the Ministry of Social Justice and Empowerment (M.S.J.E.). Ever since then, M.S.J.E. has refused to take ownership of an obviously bad draft referring to it as mere “recommendations of the Dr. Sudha Kaul Committee”. But, it seems that M.S.J.E. is finally inching towards completing the task of overhauling the draft. Mukul Wasnik, Minister M.S.J.E., recently said that the “framing of a (new) law on disability was at an advanced stage”.
D.N.I.S. has come to know that M.S.J.E. took one year to clean up the draft and the officials have now presented the key issues to the Minister. Once it gets a go ahead from Wasnik, the draft will be sent to the State Governments for their comments. It can therefore be safely assumed that the draft is still months away from becoming a ‘Bill’. An optimistic estimate would be that the Bill may be ready by the next Winter Session.
